Town of Parker or Douglas County?
Neighborhoods inside the Town, such as Stroh Ranch, Idyllwilde and Bradbury Ranch, follow Town of Parker rules. Some well-known Parker-address communities, including The Pinery and Stonegate, are in unincorporated Douglas County, so County rules apply instead. Douglas County's address jurisdiction search tells you which building office covers your address, and it's worth checking before you collect quotes.
Soil: swelling and settling
Parker was inside the Colorado Geological Survey's study of north-central Douglas County, which drew on 4,900 samples from 4,200 test borings in 185 subdivisions. It found two main problems: claystone bedrock and the clay soils that form from it swell when wetted, while windblown silt and sand deposits can collapse or settle significantly when wetted or loaded. For concrete, swelling shows up as heaved, tilted panels, and settling shows up as sunken aprons, walks and patios, often near downspouts or sprinkler heads. Knowing which one you have changes the fix, so ask the contractor what's causing the movement before you choose lifting or replacement.
Permits: Town of Parker right-of-way
Inside Town limits, the Engineering/Public Works Department requires a Right-of-Way Use Permit for any construction or alteration in, or affecting, the public right-of-way, which includes curb cuts, driveway approaches and public sidewalks. Applications go through the Town's eTRAKiT system, and contractors must register with Engineering/Public Works. The Town's checklist asks for a certificate of insurance naming the Town, a traffic control plan, a concrete mix design that meets Town requirements, and a work schedule, and it says restoration in the right-of-way must be finished within five days of completing the work. Building permits are handled separately by the Town's Building Division.
Ice on the sidewalk
If water from a downspout or sump runs across the public sidewalk and freezes, the Town of Parker has a Residential Sidewalk Curb Chase Drain permit for managing nuisance water on sidewalks. A curb chase can carry water under the walk to the gutter instead of across it. It's worth asking about when a walk or apron replacement is planned anyway.
HOA review
Most Parker subdivisions have covenants, and many require approval for driveway widening, new patios and decorative finishes. Larger communities can have their own architectural committees. Check before you sign a contract.

Frequently asked questions
Do I need a Town permit for my driveway approach in Parker?
Yes, if the work is in or affects the Town right-of-way. The Town of Parker requires a Right-of-Way Use Permit through eTRAKiT, and the contractor must be registered with Engineering/Public Works.
I live in The Pinery. Do Parker rules apply?
The Pinery and Stonegate have Parker addresses but are in unincorporated Douglas County, so Douglas County rules apply. Confirm your address with the County's jurisdiction search.
Why is my sidewalk icy every winter?
Often water from a downspout or sump is crossing the walk and refreezing. In Parker, a curb chase drain (with a Town permit) can route that water under the sidewalk to the gutter.
