Town limits or county?

The Town of Larkspur's Building Department processes building permits only inside Town limits, and it publishes a list of street names and address ranges that are in town. Its permits and inspections are provided by SAFEbuilt. If your address says Larkspur 80118 but isn't on that list, which is the case for much of the surrounding area including Perry Park, the Town says to get your building permit from Douglas County instead.

Driveways on rural roads

Inside Town limits, Larkspur has adopted Douglas County's roadway design and storm drainage criteria, and outside them the County's rules apply directly. Douglas County's typical-driveway handout (dated 2013; confirm current rules with the County) sets out what a driveway has to do where it meets the road:

  • Slope 2–4% away from the road shoulder for the first 10 feet (or over the culvert) so runoff doesn't sheet onto the road, and no more than 4% in the right-of-way.
  • Concrete or asphalt in the County right-of-way at least 5 inches thick, with a form inspection before it's poured.
  • No concrete or asphalt approach or cross pan over the ditch where a driveway meets a gravel road.
  • A minimum 15-inch culvert where the driveway crosses the roadside ditch.

Paving an existing gravel driveway where it enters the County right-of-way needs a County driveway permit.

Tilted bedrock near Perry Park

West of Larkspur, the Colorado Geological Survey mapped a Dipping Bedrock Overlay District covering the Perry Park area. There, steeply tilted layers of expansive bedrock can heave unevenly, in long ridges, which is harder on concrete than flat-lying swelling soil. The same report notes that the upturned Fountain and Lyons Formations under much of the Perry Park subdivisions are not expansive, so conditions really are lot by lot. If a slab or driveway has heaved in a ridge pattern, ask whether a soils engineer has looked at the site before you replace it.

Freeze-thaw and drainage

Larkspur sits along Plum Creek south of Castle Rock, and wooded lots shade driveways for much of the winter. Long driveways collect a lot of snowmelt, so crowning or cross-sloping the slab, keeping culverts clear and filling cracks matter more than the finish.

Frequently asked questions

Does the Town of Larkspur issue my permit?

Only if your address is inside Town limits; the Town publishes the list of streets. Other Larkspur 80118 addresses get building permits from Douglas County.

Can I pour a concrete apron where my driveway meets a gravel road?

Douglas County's driveway rules don't allow concrete or asphalt approaches or cross pans across the ditch where a driveway meets a gravel road.

Why did my driveway heave in a long ridge?

In parts of the Perry Park area, the Colorado Geological Survey mapped steeply tilted expansive bedrock that can heave in linear ridges. A soils engineer can tell you whether that's what's happening.
